Adult Protective Services
Jennifer Kirchen is the Deputy Assistant Director overseeing Arizona’s Adult Protective Services (APS) system within the Division of Aging and Adult Services at the Arizona Department of Economic Security. Jennifer’s oversight of the APS program of 200 staff includes the Central Intake Unit, four district field investigation units, Financial Exploitation Unit, policy and quality assurance. She brings a national best practice approach to APS utilizing standardized methodologies and a collaborative approach to investigations to maximize services to clients. Jennifer began her journey in APS in Minnesota more than 18 years ago as an APS investigator. Prior to her current role, she worked for the Minnesota Department of Human Services in multiple positions with APS, but most recently as the Adult Protection State Program Administrative Director. She sits on the National Adult Protective Services Association (NAPSA) board as the Western II Regional Representative.
