Rita De Luca is a District Program Manager with Adult Protective Services, within the Division of Aging and Adult Services at the Department of Economic Security in Arizona. Rita oversees program operations for three large counties as well as the statewide Financial Exploitation Unit.
For over 20 years, Rita has held positions ranging from home visiting in the field up through statewide program management. She is an experienced leader who has dedicated her career to working with vulnerable individuals of all ages and collaborating with community partners for increased outcomes for clients. When her aging and elderly family members began to relocate to Arizona and required additional levels of support, Rita educated herself about the unique needs of vulnerable adults and made the decision to shift her career to working with this very important population. Rita has personal experience supporting aging individuals who have Dementia, Diabetes, post-Stroke complications, mental health concerns, limited mobility, behaviors of self-neglect and those who have been enrolled in Hospice services.
Rita holds a Bachelor of Science degree in Family Studies from the University of Arizona, focusing her studies on Human Development and Interpersonal Relations. She is a certified trainer and has presented at multiple local and statewide conferences. Rita has served her community in volunteer positions such as Vice President of the Board for the Pima County Child Abuse Prevention Council and President of the Board for the Southern Arizona Celiac Support Group and she also provided over 10 years of care as a foster parent to infants and toddlers with medically complex needs, prenatal substance exposure and/or developmental disabilities.
